Andrei Chibis is a Governor of the Murmansk region. During his career, he held senior positions at the Ministry of Regional Development of the Russian Federation, the Federal Agency for Construction, Housing and Utilities, the company „Russian Public Utilities System“, Institute of Socio-Economic and Political Researches, non-commercial partnership for the promotion of housing and communal services development „Development“. He chaired the working group of the Expert Council under the Government of the Russian Federation on the development of housing and utilities.
In 2013-2018, he was a Deputy Minister ofConstruction, Housing, and Utilities of the Russian Federation curating the development of housing and urban environment. In November 2018, he was appointed to the position of a Deputy Minister of Construction, Housing and Utilities responsible for digital development.
